摘　　要：目前我国正处于社会转型时期,社会结构不断变化,社会矛盾错综复杂。居于社会权力中心的领导干部时刻面临着处理与协调各个不同利益和矛盾的任务,面临着各式各样的挑战。然而,在现实生活中,由于体制转轨的漏洞,致使一些干部腐化堕落、贪污受贿、践踏民主、违背公德。这损害了党和国家领导干部在人民群众中的形象,造成干群矛盾的尖锐、突出。正确认识社会转型期干群关系的重要性及特点,探求解决干群矛盾的措施,对于维护国家和人民的利益,对于政治的稳定、经济的发展、社会的进步以及构建和谐社会都具有十分重要的意义。Recently our society is in the periond of change, the structure of the society alters a lot and the struggle of the society is intricate and complex. Meanwhile, the leadership who hold the power is now assigned to coordinate profit sharing, deal with various struggle and face a set of challenges. However, in the reality, due to the weak system, the delayed thought changing and the unsuccessful reform, many cadres become dishonest. They accept bribe, go agginst social morality and depise common peoples profit. It＇s not only hurt the fame of the Party and country in people＇s heart, but also demolish the harmonious between cadres and masses. Therefore, it＇s quite significant to see the importance, learn the characteristic of the relation between cadres and masses, and to find a solution to ease the struggle. That will be good for the country and people＇s profit, the stability of politics, the development of economy and the progress of society.
