摘　　要：通过对赫尔德世界主义民主理论的分析,指出其从自由主义民主到世界主义民主理论的建构过程,世界主义民主理论来源于对传统西方自由主义民主理论的改造并综合了世界主义思想,它向我们展示了全球化与民主化之间的关系,但同时也暴露出问题。世界主义民主理论提供了全球治理的新形式,但这并不意味着世界主义民主这种新形式在全球化进程中能够脱离现实主义的思考,也并不意味着它在全球化进程中的均衡发展而走向真正的公平。David＇ cosmopolitan democracy is based on traditional liberal democracy, however his theory focuses on the legitimacy of democracy in globalization context. So how he constructs his cosmopolitan democracy form tradition liberal democracy is interesting. The democracy in globalization is the cosmopolitan democracy. He absorbs the autonomy of democracy and cosmopolitanism theories in his theory. His cosmopolitan democracy instructs this global governance theory. Having analyzing his theory, some problems appears, one important thing is realism＇ critics, so it doesn＇t means this form of democracy would come to real justice in possesses of imbalance globalization.
