摘 要:教育部及各级教育主管部门应该对中医药大学实施宏观管理措施,用标准机制、责任机制、竞争机制管理中医药大学。制定恰当学术职称规则、学术权责规则、学术等级规则,完善中医药大学学术制度,调动中医药大学学术人员工作责任感;根据影响中医药大学教学质量主要原因,采取恰当学习措施,让学生适时选择自己喜欢的专业,调动中医药大学学生学习积极性;对中医药大学实行竞争手段管理,让各中医药大学生存竞争,优者多得,劣者少取,责任自负,调动中医药大学官员事业进取心。在中医药大学中,学术人员有了工作责任感,大学生有了学习积极性,各级官员有了事业进取心,大学就会进步。Macro administrative measures should be decided by the Ministry of education and other government department in charge of universities of Chinese medicine. Criteria, responsibility and competition mechanisms should be adopted for administration of these universities. Proper regulations on academic titles, academic rights and responsibilities, academic levels should be formulated to regulate and perfect related systems. Focusing on the main factors hindering quality of teaching, universities can adopt certain measures for students to choose their own subjects for learning. Competitions between the universities are suggested for initiatives and dutiful devotion among the administrative staff. With responsibility of the academic staff, learning interest of the students and initiative of the administrative staff, universities are bound to be advanced.
