摘　　要：行政法治建设滞后是制约东北老工业基地发展的重要原因之一。在深入分析东北地区行政法治建设方面存在问题的基础上,提出营造良好的行政法治环境必须树立的现代理念以及在加快政府职能转变、提高行政立法质量、完善行政执法体制、规范行政执法行为等方面需要采取的措施。The lag of the construction of the administrative government by law is one of important reasons that restricts the development of northeast old industrial base. On the base of thoroughly analyzing the problem of the administrative government by law in the northeast, the article establishes the new idea of building the good environment of the administrative government by law and puts forward the measure on how to speed up the transform of the government functions, enhance the quality of the administrative legislation, consummate administrative legal system and standard the execution of administrative law.
