摘 要:用户停电损失模型是市场环境下最优可靠性研究的基础,在电力系统规划和运行中有着广泛的应用。文章提出了一套适合我国特点的用户停电损失调查方法——问卷调查法,并介绍了开展问卷调查工作的3个重要步骤。认为用户进行调查应将其分为居民用户与非居民用户2大类,针对其不同特点,对问卷的具体内容做了深入探讨,并提出了可靠性预防费用、可靠性溢价费用、可靠性折价费用等概念。The customer interruption costs model is the basis of optimal reliability research under electricity market environment, and the model is widely used in power system planning and operation. This paper proposes an investigation method for customer interruption costs in China. This method is based on questionnaires, and it can be carried out in three steps, which are discussed in detail in this paper. In the method, the customers of China power grids are divided into two kinds, i.e., the inhabitant customers and non-inhabitant customers. According to the different characteristics of the two kinds of customers, the concrete contents of their questionnaires are discussed. Three new concepts, PAC, WTP and WTA are proposed.
