摘　　要：循环经济的产生和发展有其深刻的时代背景,它是人类社会特定历史阶段的产物。作为生态系统子系统的人类社会,其发展必须建立在可持续的资源供给基础上,并与自然环境和谐共处。作为人类活动中心的社会经济系统,需要遵循"资源—产品—再生资源"循环型的物质代谢模式,而不是"资源—产品—废物"的单向代谢模式。这就是循环经济所要表达的核心思想。The creation and development of the circular economy have its profound background. It is the outcome of the social particular history stage of mankind. The mankind society is the subsystem of the ecosystem. Its development has to be built up the foundation of the sustainable resources supply, and coexists with the natural environment. Being the mankind＇ s activity centers of .social economic system needs to follow the material metabolism mode of ＂the resources- product - reborn resources＂, not the one - way metabolism mode of ＂the resources - product - waste ＂. This is the core thought that the circulation economy intends to express.
