和谐社会理念下公共产品管理制度与绩效评价

摘　　要：随着市场经济的日趋成熟,还没有完全走出传统管理模式的公共产品成了政府绩效管理最为敏感的领域。时下的农村与城镇公共基础设施都存在着管理成本过高现象,而现行的政府行为软约束制度是造成公共产品管理成本居高不下的根本原因,这种高成本现象也在一定程度上破坏了社会和谐。因此,如何在和谐社会理念下建立对公共产品管理的制度绩效评价体系,是一个必须认真讨论的重要问题。文章针对公共产品管理活动中的不良激励,建立公共产品管理制度的绩效评价标准,并把具体的成本分解为生产成本与交易成本以启示人们正确评价管理绩效。With the maturing of the market economy, public products, which are still restrained by the traditional management mode, have become the most subtle domain of governmental achievements and efficiency management. At present, the cost of rural and urban infrastructure management is too high. The fundamental reason for it is the lack of rigid disciplining of governmental acts. Such kind of high cost, to a certain extent, causes some social disharmony. Thus, how to establish a public products management achievements and efficiency evaluation system is an important issue that needs to be seriously investigated. Regarding the unwholesome encouragement in the management of public products, this article attempts to establish an achievement and efficiency evaluation criterion for the public products management system.
