可持续发展的“绿色铁路”系统研究

摘　　要：研究目的:通过剖析生态环境价值和绿色技术,系统分析“绿色铁路”的内涵和研究范畴及其评价系统。研究方法:分析现有的指标体系框架模式,运用专家评判法和主成分分析法对因子进行识别和筛选,运用层次分析法计算绿色铁路指标权重。研究结果:建立了绿色铁路模糊综合评判的框架和步骤,对绿色铁路专家评判的思路和方法进行了阐述,并针对绿色铁路评价体系提出权重确定和综合评判的方法和思路。研究结论:绿色铁路是一种新型的可持续发展的交通运输理念,其核心内涵是社会、经济、资源和环境的协调发展,通过自身优势减少并最终实现对生态环境不产生负效应,避免人类活动对外部环境的过度索取,以实现我国铁路设计、修建、运营和管理的可持续发展为最终目的,是落实科学发展观,构建社会主义和谐社会和建设资源节约型、环境友好型社会的必然选择。Research purposes： Through making deep analyses of the value of ecological environment and green technology, the systematic analyses are made for the intension, research ranges and evaluation system of green railway. Research methods： Through making analyses of the frame and mode of the existing index system, the factors are decided and selected by adopting experts evaluation method and main component analysis method, and the calculation of the weight of green railway is also made by adopting step analysis method. Research results：The frame and procedure have been established for fuzzy evaluation of green railway in all - round way, the explanation is given of the thoughts and method of experts evaluation of green railway, and the method and thoughts put forward on decision and evaluation of the weight of green railway system. Research conclusions：Green railway is a new transport concept for sustainable development of transport, and its core intension is harmonious developments in the areas of society, economy, resource and environment. Construction of green railway can reduce and make no negative effects on ecological environment for the purpose of sustainable development of railway. Green railway is a natural choose for taking a scientific approach to development, building a harmonious society and a resource conservation -minded society as well as an environment-friendly society.
