东西部区域经济合作与协调发展中的环境补偿

摘　　要：实现区域经济平衡与协调增长是我国经济社会发展的主要目标。上世纪90年代中期以来,尤其是制定并实施西部大开发战略以来,东西部发展差距并未像人们所期待的那样逐步缩小,其主要原因之一就是缺乏从战略高度对西部经济尤其是环境产业特质的客观认知。因此,要提高东西部合作成效,实现区域协调发展,需要从人与自然和谐和可持续发展的高度,明确西部环境保护与建设在西部经济乃至整个国民经济发展中的地位与作用,以环境补偿为切入点逐步建立有效机制,推进西部环境产业化和环境资源资本化。The realization of urban economic balance and intra-regional coordinating growth is the main development goal of China＇s economy and society. Since the mid-1990, the government has propelled a series of practice to narrow the developmental gap between the East and the West, the most famous of which is ＂the Great West Development Strategy＂. However, far from what most people have expected, the developmental gap has never been dismissed. One of the most important reasons is that there is a lack of strategic realization on the characteristics of the economy, especially on the environmental-economic industry of the West. Hence, to enhance the efficiency of urban economic cooperation and realize the coordinating development, it is necessary to start from the view of human-nature harmony and sustainable development and clarify the status and effects of the environmental protection and the construction in the economic development in the Western region and the whole nation. Besides, it is also necessary to construct an efficient institution of environmental compensation and propel the environment industrialization and environment resource capitalization gradually in the rural West.
