摘　　要：为了维护政府的威信和社会稳定,应对社会不断出现的危机和突发事件,我国政府必须尽早建立和完善一整套危机管理体制。这套体制应该包括以下几个重要部分:首先建立专门的危机管理权威机构;其次建立专项资金划拨和安排体制;再次建立灵敏的预警机制和信息公开体系;还要建立全面参与的社会支持系统、法治化的决策和执行模式等。另外,在建立政府危机管理机制的同时,也要注重政府未来治理模式的建设。In order to maintain the government authority, emergencies in the society. Our government should build keep social stability and to cope with continual crisis and and perfect a set of management system as early as possible, and the mechanism should include four parts ： a special authority institution of crisis management, a fund transfer and arrangement system, a sensitive forewarning mechanism and an information publicity system, and also a social participation sy.stem. A decision - making and performing mode ruled by law is also important. At the same time, the government should change its ways of thinking and action and establish a mode of crisis decision - making.
