民办高校重组与退出路径探讨

摘　　要：在市场经济环境下,部分民办高校按照优胜劣汰原则完成重组与退出,这是一种正常现象和必然趋势。建立健全民办高校重组与退出机制,势在必行,意义重大。本文基于相关法律法规的规定,从我国民办高校的实际情况出发,阐述了建立民办高校重组与退出机制的重要性,探讨了民办院校重组与退出的五种途径及具体的实施程序,并提出了相应的政策建议和干预措施。Under the market economy environment, it is one kind of normal phenomenon and the inevitable trend that the part non-government higher education institutions carry on the reorganization and the withdrawal according to the principle of superior winning and the inferior washing out. Establishment of the perfect mechanism of reorganization and the withdrawal of non-government higher education institutions is both inevitable and necessary. Based on the related laws and regulations, and embarking from the actual situation of non-government higher education institutions in our country, this article elaborated the the importance of establishment of the perfect mechanism of reorganization and withdrawal of non-government higher education institutions. On this basis, this article discussed five ways to reorganization and the withdrawal and its concrete implementing procedures, and put forward the corresponding suggestion for policy and correlated measures.
