摘　　要：为了提高我国农业灌溉用水效率,缓解水资源供需矛盾,水利部农村水利司于2003年组织开展了全国灌溉用水定额编制工作。中国灌溉排水发展中心在定额编制过程中,根据工作需要,针对涉及灌溉用水定额的概念与内涵、灌溉用水定额的影响因素及其处理思路、灌溉用水定额编制方法等技术内容进行了深入研究,并初步提出和建立了灌溉用水定额的指标体系。In order to increase efficiency of irrigated water use and alleviate conflict of water demand over supply, the work of defining national quota of irrigated water use is undertaken by the Department of Irrigation, Drainage and Rural Water Supply of MWR. Technical studies are carried out in terms of concept and inherent of the quota, influential factors and countermeasures, as well as methodology of defining the quota. An index system for the quota of irrigated water use is set up and presented.
