摘　　要：长江南京段的溢油事故具有形式多样、爆发突然、危害性大、处理处置艰巨、影响长期等特点,根据“APELL计划”宗旨及其在世界和我国实施的效果,借鉴国内外溢油事故应急处置经验,建立了长江南京段溢油事故的应急处置计划,为有效预防事故发生、减轻事故危害和损失提供指导和借鉴。The prevention and disposal of oil spill accident is an important part of water resource conservation in Nanjing section of Yangtze River. In 1988, UNEP established ＂APELL Program＂ （Awareness and Preparedness for Emergencies at Local Level） with the general purpose of protecting the environment. The oil spill accidents have different forms, are harmful and difficult to be treated and disposed and have longrange impact. According to APELL Program and its application in China and the other parts of the world, the emergency disposal of oil spill accident has been propounded for Nanjing section of Yangtze River, which will help to prevent oil spill accident and reduce its damage.
