摘　　要：逐步削减关税是实现贸易自由化的最基本手段,其重要性不言而喻。同时多边贸易体制的构建,不论是过去还是未来也都必须以此为核心来开展工作。本文对其适用过程中所涉及的一些主要法律问题进行了分析和探讨。Cutting the tariff gradually is the basic means to realize trade liberalization, which is undoubtedlly important. In the meantime, the construction of the multilateral trade system must be around this core in the past or the future. The article will analyze and explore the main legal problems in the process of applying the rule.
