摘　　要：提出了完整的视频监控系统管理平台的设计方案。该方案实现了业务与呼叫控制分离、呼叫控制与承载分离,从而能够更加灵活、有效地实现业务的提供和扩展。分别详细介绍了对应的数据处理、信令控制和业务服务模块的设计。目前这套系统已经研制成功并在社区宽带实验网上应用,运行状况良好。Analyzed the function requirement of the management platform, then introduced the integrated design of it using the thinking of separation from call, bearing and service, which made the supply of services more flexible and efficient. This paper also expounded the design of data processing, signal control and service modules. At present, the system is working well on the community broadband network.
