摘　　要：社会主义和谐社会是一个以人为本、社会利益全面协调发展的社会。农民问题是构建社会主义和谐社会的难点。针对当前农民问题,要始终把发展农业放在国民经济的首要位置,坚持和全面落实以人为本的科学发展观,把保护和提高农民利益作为当前工作的出发点和归宿。Socialist harmonious society is a human-c.entered one with harmonious development of social benefits. Farmers＇ problems are the difficulties in constructing socialist harmonious society. In order to solve the problems, we must always put agricultural development at the prior position in national economy, adhere to and carry out the scientific concept of development with human-centeredness, and protect farmers＇ interests, which is considered as the starting point and end of our current work.
