摘　　要：城市膨胀,造成交通拥堵,开发地下空间成为必然趋势。分析了地下空间开发利用的发展趋势和特点,从三维视角为城市发展做出规划,提出要分层、分步、合理开发地下空间,并在保护中利用,在利用中保护。With the increase of population and traffic jam in city, it is necessary to utilize the underground space. The development and programming of the city is discussed from three-dimensions. Exploitation of underground space should be in stratum, by step, at legitimacy, and with protection. More attentions should be paid to public safety and city-geology.
