摘　　要：在一定意义上,社会转型的实质是制度转型。制度转型是一个制度重建或部分重建的过程。因此,构建和谐社会是制度的重建和创新。制度重建是指根据构建和谐社会的要求,重新构建合理的制度安排,包括规则的制定和规则意识的确立两个基本方面。制度创新又是制度重建必须遵守的“规则”。In a certain sense of view, the essence of social transformation is institutional transformation, which is a process of institution reconstruction or partial reconstruction. Accordingly, the construction of a harmonious society is the reconstruction and creation of institutions. Institution reconstruction refers to making the proper institutional arrangements of the institutions in a new way according to the requirements of the construction of harmonious society, which includes two basic aspects： the constitution of regulations and the establishment of regulation awareness. And the creation of institution is also a regulation we should abide by in the process of institution reconstruction.
