摘　　要：彩票业的蓬勃发展已亟需一部专门的彩票法规将彩票经营纳入法制轨道。文章着眼于立法中的关键要素,即立法原则问题,并结合相关制度的设计,对经营主体、经营者权限、彩票的特质、运作的要求等方面进行了初步的构想,以期完成对《彩票法》总体架构的搭建。The flourish lottery trade needs a kind of special legal norm in order to bring it into the orbit of legal system. This article aims at the essential factor of the legislation--principles of legislation. In addition, the author has initially conceived plan for the problems of the operators in the business of lottery, jurisdiction of the operators, the partieularity of lottery, and how to operate the business of lottery, in order to be helpful to the whole legislation of the lottery trade.
