摘　　要：水资源短缺和污水处理费用的昂贵,要求每个城市都要大力节制用水,以缓解水荒和经济重负。本文论述了节制用水的概念、内涵及其措施,提出节制用水是实现水资源可持续利用的首要策略。The water shortage and cost of sewage treatment compels every city to implement water conservation to achieve the sustainable development of society. The concept, implication and measures of water conservation were presented. Based on the analysis of the relationship between water conservation and the sustainable utilization of water resource, water conservation was indicated as the first strategy to achieve the sustainable utilization of water resource.
