摘　　要：社会保险经办机构征收社会保险基金仍存在着一些问题。为避免这些问题的出现,北京市在依托地税局强大的信息系统的前提下,有必要将社保基金筹集由"费的形式"改为"税的形式"。There are some problems in collecting the social security fund in Beijing and in order to solve these problems Beijing authority ought to take the form of tax to collect the fund basing on the powerful information system of the local tax bureau.
