摘　　要：1884年11月,清朝设立新疆行省。首任巡抚刘锦棠采取了政治安边、军事强边、经济兴边、文化固边等一系列措施,标志着新疆防务建设的全面展开,使晚清新疆防务建设达到顶峰。建省时期的边陲新疆,成为晚清历史上难得一见的“亮点”。In November, 1884, the Qing Dynasty set up Xinjiang province. Liu Jintang, first governor, adopted a series of measures in politics, military, economics and culture to stabilize, develop and defend the border areas, which indicted that defense affairs were carried out in a full scale and that the defense in Xinjiang reached a new high. Consequently, Xinjiang at that period of time became especially prominent in the late Qing Dynasty.
