摘　　要：文章从固定电信网在经济社会发展中的地位入手,分析了固网运营商面临的困境和风险,提出了转型是固网运营商走出困境的必然选择。The paper analyzes the puzzle and risk of fixed communication operators in view of the role that fixed communication net plays in economic and social development, and advances such points that transition is the necessity choice.
