摘　　要：本文使用北京市1990～2004年的时间序列数据,通过计量模型测算外国直接投资(FDI)对北京市创新能力的影响。其中,创新能力的衡量指标为北京市每万从业人员中专业技术人员数、科技经费支出和专利申请量3个变量合成所得。研究表明,实际利用外资额增加在短期内对北京市创新能力提高有着显著的正面效应,而从长期来看却可能有抑制作用。Using the time series dates during 1990-2004. this paper empirically studies tile impact of the Foreign Direct Investment （ FDI） on the innovation capacity in Beijing by the detailed theoretical models analyzing. In which, the evalution index of the innovation capacity in Beijing is structured by the number of scientific and technical personnel per ten thousand employment, the appropriation expenditure for science and technology and the number of patent applications through Principal Component Analysis Method. The study shows that FDI does have positive effects on the innovation capacity in Beijing in shortterm but may have negative effects in longterm.
