摘　　要：发展权是国际人权公约中的一项重要人权,它是关于发展机会均等和发展利益共享的权利。以发展权来审视民族区域自治权,其本质就是民族自治地方经济社会发展自主权。整个法律体系对民族自治地方发展自治权的调整原则有三个方面:权利的平等保障原则、政策平衡原则、权利保障与权力制约原则。The development right is one of important human rights in the international human rights pact, which is the right to the equal opportunity and participation. In the view of development right, the power of minority autonomy is in essence the right to self- determination. The legal regulating principle on the power of autonomy consists of the equal rights of protection, the policy balance and the power restriction .
