摘　　要：为了解决非机动车辆因缺乏有效管理、频繁被盗这一城市顽疾,作者与城市非机动车辆管理部门就建立城市非机动车辆管理体制、实现城市非机动车辆有效管理的可行性进行了广泛调研,方案比较,制订了详实的城市非机动车辆管理信息系统方案。方案中采用无线射频识别技术(RFID)制作非机动车辆电子标签和阅读器并建立非机动车辆数据库系统。对这些关键技术进行研究,并成功应用于城市非机动车辆管理系统。In order to solve the city persistent ailment that the non-machine vehicles have been stolen quite often because of lack of effective management, the author and the Management Department of City Non-machine Vehicles have made a wide research and feasibility study on how to establish a management system of city non-machine vehicles and how to effectively realize it. After comparing many design proposals, the author works out a detailed proposal of management information system of city non-machine vehicles. Based on the reader and tag of Radio Frequency Identification （RFID） technology, the R＆D of this management system tackles down some key technologies and many advanced software technologies have been successfully applied to the establishment of the database system of non-machine vehicles.
