摘　　要：从研究城市规划的地位、方法、内容及其实施出发,探讨深圳水问题的解决之道,提出从源头解决城市水问题:①确立城市规划的统筹地位和规划编制的涉水内容要求;②提出水资源保障、水安全保障、水环境恢复三大战略和实施策略;③加大公共政策的研究力度,注重规划的实施效果等。The solutions to water problems in Shenzhen were brought forward from the aspect of the status, method, content and practice of urban planning, including to establish the overall position of urban planning and to set up the content of planning relevant to water, to present three strategies of water resources guarantee, water safe guarantee and water environment restoration and implementation strategy, and to strengthen the research on public policy and to focus on the implementation effect of planning.
