摘　　要：市场经济发展的挑战和农村社会救助制度自身的特点,要求我省农村社会救助制度做出相应调整,应当以公平优先,兼顾效率为价值取向,实现农村社会救助的法治化。农村社会救助要实现从绝对标准转为相对标准,建立以最低社会保障制度为基础,各项专项救助制度为补充和各项配套优惠政策相衔接的农村社会救助体系。同时,加强农村社会救助的社会参与,提高救助效率。The market economy development challenges the social relief system in Anhui rural area, which must be reformed based on its own characteristics. Government should bear the major responsibility with the principle of equity priority and efficiency consideration. The establishment of Essential Living Standard Security Systems as the foundation with the Subsidiary Social Assistance System is necessary in current Anhui rural social relief system. Simultaneously, the rural social relief with social participation is to be enhanced to increase the efficiency of social relief.
