摘　　要：通过对图书馆文化具有的导向、约束、凝聚、激励、辐射、教育等作用的论述,阐述了图书馆文化建设的一些基本观点,论证了图书馆文化建设机制健全的必备条件。A full discussion of the library culture is conducted towards its orientation, restriction, unification, encouragement, radiation and education. And some basic opinions about the cultural development of the library are emphasized. The article demonstrates the necessary conditions of the cultural development system of the library.
