摘　　要：在简要阐述上海市民办高校发展概况及其在全市高等教育体系中的重要地位与作用的基础上,分内外两个纬度,梳理、概述了上海市民办高校存在的一系列突出问题,并指出了这些问题产生的根源。同时结合当前国家正在推进的民办高校规范化管理工作,从上海区域特点出发,提出了政府在促进民办高等教育健康发展方面可以作为的对策性措施。Based on a brief account of the development of shanghai non-governmental institutions of higher learning and their im- portant position and role in the municipal higher educational system, the paper outlines a series of prominent problems existing in Shanghai non-governmental institutions of higher learning and points out the causes of them. Starting from the regional characteristics of Shanghai, it proposes some measures to promote the sound development of non-governmental higher education at the governmental level in combination of the standardized management work that is being carried forward by the State.
