摘　　要：以甘肃省国家扶贫开发重点县—会宁县为例,有针对性地分析了农村公共产品供给对贫困农户产生的影响。认为农村公共产品的有效供给为贫困农户带来了直接或间接的转让利益,尽管农村公共产品极大的影响了贫困农户的生产和生活,但由于农村基础设施的“公共产品”特性,不仅导致在贫困地区供给的短缺,而且在短期内的收益效果非常有限,并带有明显的时滞性。通过对农村公共产品供给现状的研究以及对贫困农户生产和生活的正负面影响分析,提出从四个方面改善贫困地区农村公共产品供给:一是保证农村公共产品的公平供给;二是完善农村公共产品供给体制,提高供给效率;三是建立良好的公共产品供给决策机制;四是为农村公共产品供给提供必要的法律保障。This dissertation makes Huining as a case, analyzes the effect on peasantry. The effective supplies of rural public goods bring direct and indirect benefit to peasantry. Although rural public goods bring great benefit to peasantry＇ s farming and life, the ＂public goods＂ of rural infrastructure, the characteristic not only results in deficiency of supply in underdeveloped area, but also the benefit is restricted in short order and with time lag. This dissertation study on present situation of rural public goods supply and positive and negative effect on peasantry＇s farming and life, gives some suggestions on how to improve the Supply of rural public goods in underdeveloped area., the first, ensure the fair supply; the second, improve the system of supply; the third, establish favorable mechanism; the forth, provide essential law for supply.
