摘　　要：阐述了武汉市人民防空管理信息系统的研究与开发,包括系统的总体设计、数据组织、技术架构、功能设计等。系统的建设使得管理者能直观、清楚地了解武汉市当前人防设施和人民防空预案的基本情况,并能快速实现查询、综合分析、辅助决策等功能,为武汉市人民防空管理提供了一个现势性强、功能丰富的地理信息系统平台,实现了对人防设施的科学、高效管理。This paper discussed the research and development of Wuhan Civil Air Defense Management Information System, including general framework, data organization, technology structure, function design, etc. With the construction of the system, the manager can directly and clearly understand the basic situation of civil air defense infrastructure and plan. The system can quick realize the query, comprehensive analysis, and decision making functions. It provides a GIS platform with good condition and plentiful functions. It realized the scientific and effective management for civil air defense infrastructures.
