摘　　要：我国土地征用法律制度存在一系列问题,如被征地产权不明、征用范围过宽、征用程序不健全、补偿滞后,使其不能够有效调控土地资源分配,因此需要从政府监管、征用程序保障、程序监督、实体补偿、利益落实等多方面进行完善,为失地农民构建权利的法律保障体系。There are a series of problems in Chinese collective land requisition such as unclear property right for required land, unlimited requisition range, and imperfect compensation system, all of which make the land resource could not be controlled effectively. Thus it needs to perfect the systems of governmental supervision, land requisition guarantee, procedure supervision and interests compensation so that the farmers could get their corresponding interest for the lost land.
