摘　　要：随着我国小水电建设规模日益加大,开发速度不断加快,小水电的生态与环境问题日益凸现,引起了社会的广泛关注。小水电有哪些生态与环境的效益和损害?与大中型水电项目有哪些区别?如何应对小水电的生态与环境问题?根据多年从事小水电开发和环境管理的经验,对这些问题提出了对策设想。Ecological and environmental issues become increasingly intruding and attract great attention of the public, along with fast development of small hydropower in China. The questions on the beneficial and unbeneficial impact of small hydropower development, differences between large or medium size water projects with small ones and how to deal with ecological and environment problems in small hydropower development are discussed based on many years＇ working experiences in small hydropower development and environment management, and measures are also presented.
