摘　　要：文章从不同角度阐述了文化的概念及城市文化在城市竞争力中具有重要作用。在分析唐山城市文化发展遇到城市文化冲突严重;城市文化战略、政策、体制落后;城市文化缺乏创新的困难之后,重点提出解决打造城市文化,构建和谐唐山的对策:塑造兼容并蓄、博大精深的唐山城市文化;用料学发展规规划唐山城市文化;用创新观念打造唐山城市文化。The paper explains the concept of culture from different veiws and the importance of urban culture in urban competitive ability. The paper analyses the difficulties in developing Tangsha.n urban culture：serious urban culture conflict, delayed strategy and policy, unimaginative urban culture. At last the paper puts forward the countmeasures in order to improve urban competitive ability ： polish abundant urban culture, plan harmonious Tangshan in scientific and creative idea.
