论我国公办高校的组织效率损失:产权的视角

摘　　要：我国公办高校存在着生产效率、资源配置效率、X效率的三种组织效率损失,而我国公办高校产权的模糊性、残缺性、行政化所导致的产权失灵与组织的三种效率损失紧密关联,产权失灵是我国公办高校组织低效重要的制度根源。要从根本上改善我国公办高校的组织效率,应依据组织特有的教育属性,创新高等教育产权制度,促进公办高校产权的社会化、法人化、多样化。The organizational efficiency losses of China＇ s public colleges consist of the losses of three kinds of efficiency： production efficiency, resources allocation efficiency, and X efficiency. The losses are closely related to the failure of property rights of China＇ s public colleges, which is caused by the unclearness, incompletion, non-corporation management of the property rights. The failure of property rights is one of the main system causes of the organizational efficiency losses. In order to improve the organizational efficiency radically, it is imperative to innovate the organizational property rights system and make the property rights market-oriented, corporation-structured and diversified according to the special educational characteristics of the colleges.
