黑龙江省清河林业局改革和发展的调查

摘　　要：实施天保工程前，黑龙江省清河林业局面临资源危机与经济危困，职工月工资仅180-220元。天保工程实施后，经过一系列改革，目前清河林业局已成为全省森工系统所属40个林业局中经济状况最好的林业局。其具体改革措施：创新森林保护发展机制，采集林副资源实行有偿利用；创新林区产业发展机制，构建新型的产权结构和运行机制；创新人事用工和劳动就业市场化机制，全面实行养老保险政策；创新林区管理体制和经营机制，实行林区区域管理，内部政企分开；创新林区小城镇建设机制，提升小城镇的综合功能。清河经验留给我们深层次思考和启示。Implementation of the Natural Forest Protection Project, Qinghe Forestry Bureau in Heilongjiang Province is facing economic crisis and resource crisis, worker＇s monthly wages is only 180-220 yuan. After the reform, Qinghe forest bureau is the best for its economic conditions among 40 forest bureaus in the whole province. Its practices are the following. Forest protection and development of innovative mechanisms and the gathering of forest vice-resources is paid use; innovation forest industry development mechanism, construction of a new ownership structure and operating mechanism. Innovation personnel and the labor market-oriented employment mechanism, full implementation of old-age insurance policy; innovation forest management system and operational mechanism, the implementation of regional forest management, internal separation; forest innovation mechanism for the construction of small towns, and upgrade its comprehensive functions. Qinghe experience left us with deep-seated thought and enlightenment.
