摘　　要：从道路运输的外部性进行分析,结合国外对道路运输业规制的主要做法,应用规制理论,对我国道路运输业从市场准入方面提出了规制改革设想。According to the theory of regulation and the specialty of road transport industry, considering the road transport system abroad, the externality of road transport is presented as the basis for regulation of road transport, and a concrete plan of reforming the regulation of road transport of our country is put forward.
