摘　　要：我国新型农村合作医疗中单病种定额付费的定额标准制定可以借鉴陕西省镇安县的作法,总结为标化平均费用法。但是,在借鉴时要注意5个问题:(1)定额标准应与医疗机构共同协商制定;(2)在调查实际费用或成本费用时,可用部分疾病代表总体疾病;(3)实行一病一标准,不宜区分疾病严重程度;(4)同一种疾病在不同级别医疗机构拥有不同定额标准;(5)定额一经制订,短期内不应发生变动。The method that how to confirm the quota standard of single-diseases in New rural Cooperative Medical System can be named ＂The standardization for average expenditure＂. But five problems should be paid attention as following： （ 1 ） The quota standard should be made with medical institutions together. （2） Partial diseases can be representative of all diseases when investigating actual expenses. （3） One kind of disease only can be given one standard. （4） The same disease can have different standards in different level medical institutions. （5） If the standard has been worked out, it should not be changed in a short time.
