摘　　要：阐述了高校图书馆实施全面质量管理的必要性,从文献建设和读者服务两方面探讨了高校图书馆的全面质量管理的具体实施方法,介绍了耶鲁大学图书馆“以读者为中心”的服务原则。This paper expounds the necessity of carrying out the TQC by the university library, introduces the concrete methods for implementing the TQC by the university library, and introduces the service principle of taking the reader as the center carried out by the library of Yale University.
