摘　　要：由于缓停建工程所涉及的法律权利的复合性与多重性,债权人在实现自己的债权时势必会与他人的民事权利产生冲突,须确立一定的规则来协调各种权利冲突,使处于优位的特定债权人的利益得到保障。在确立解决优先权之间冲突原则的基础上,尚须对各项权利安排合理的顺位,以为法院处理此类问题提供一条切实可行的思路。Owing to the complexity and multiplicity involved in the slowly halted construction project, it will definitely result in conflicts with other people＇s civil rights when the creditor is practising his own legal rights as a creditor. Therefore, the establishment of certain rules to coordinate each conflict right is a must to secure the interest of the specific creditor who has the priority. This thesis begins with the basic theory of priority, analyzes different priorities that may be involved in the slowly halted construction project, and explains the conflicts among different priorities. With the premise of respecting the subject rights of all quarters and the goal of realizing the maximized fair and justice, this thesis establishes the principles of solving the conflicts among different priorities, arranges the reasonable order for each priority, and tries to provide a practical, feasible way for courts to hand this kind of problems.
