摘　　要：全国人大常委会计划于2007年年底前通过循环经济法。为使循环经济法成为一部高质量的法律,起草工作必须坚持以科学发展观为核心的指导思想;所建立的主要法律制度必须从我国的国情出发;要认真评估以往立法的经验教训,在立法体系上注意一法多规,协调配套,通盘考虑,整体推进。同时要处理好与有关法律之间的关系。The Standing Committee of National People＇ s Congress is going to pass Circular Economy Law at the end of 2007. To make the forthcoming Circular Economy Law a high quality law, we should insist on the perspective of scientific development and take the Chinese national conditions into account when drafting it. We have to evaluate the practical experience on legislation properly also. The legal system should adopt the principle of ＂one law with multi-regulations＂. All the regulations under the Circular Economy Law and other relevant laws should be taken into consideration to make sure they function harmoniously as a whole.
