摘 要:要实现水利现代化,提高管理水平,首先必须树立水问题的现代观念,树立人与自然和谐的可持续发展观念,坚持水资源的可持续高效利用和有效保护水资源。其次,要用现代化的水利装备和科学化、信息化的水利管理服务于国家经济社会发展全局,坚持依法治水和科学治水,改革水利发展的机制,完善水资源管理体制,坚持统筹兼顾,协调好安全与发展、防洪与抗旱、开发与保护以及水资源的优化配置,以期正确解决我国面临的洪涝灾害、干旱缺水、水污染严重和水土流失四大问题,实现人与自然和谐相处,依靠科技进步推动水利现代化和水利管理能力。In order to carry out water conservancy modernization and raise the management level, firstly,we must set up the modern idea on water resources and the sustainable development concept on harmonious coexistance of human being and nature, insist on the sustainable and efficient utilization of water resources and protect water resources effectively. Secondly, we should use the modern water equipment,technology and information-based water management manage water validly and scientifically, reform water management system, harmonize the relationship between safety and development,flood control and drought, and exploiting and protecting, so that we can solve the four greatest problems faced, flood disaster, water shortage and drought, severe water pollution and soil erosion, and realize the harmony of human being and nature. Depending on the technology progress to push forward water conservancy modernization and water management ability is the historical and inevitable trend.
