摘　　要：面对中国转轨经济关键时期与经济高速增长势头形成鲜明对照的失业率居高不下的现状,运用奥肯定律和有效就业理论从宏观和微观层面分别探讨了目前高增长低就业的深层原因。Based on the status quo of high unemployment rate at the transitional economic period but rapid growth of the economy of China, Okuffs Law and effective employment theory are used to discuss the deep cause for present high growth but low employment from macro and micro level.
