摘　　要：海西最重要的优势是人力资源的优势,因此,构建和谐海西的突破口必须是软环境的建设。软环境建设的关键是行政行为的法制化、规范化。海西建设在这一方面应当先行,这样才能将海西潜在的比较优势转化为现实的优势,走在全国前列。Human resources give the economic zone on the west side of Taiwan Straits the advantage. Since the key to harmonious economic zone on the west side of Taiwan Straits is to create a good soft environment for the talented, it is vital to perfect the legal system of administration, a guarantee of the change from its potential advantage to practical one.
