摘　　要：在我国区域经济发展加快的大背景下,为确保海峡西岸经济区和谐、健康、快速发展,使海峡西岸经济区成为中国新经济增长极,就要充分发挥政府的主导性作用,改革现有公共行政,确立有效政府、服务政府、责任政府、民主政府、透明政府的角色定位,通过全面推进公共行政法治,不断提高公共行政效能。Against the background of rapid development of regional economy in our country, it becomes a topical issue to bring the dominant role of the government into full play and to reform the existing public administration so as to ensure the harmonious, healthy and rapid development of the economic zone on the west side of Taiwan Straits. By promoting the legality and efficiency of public administration, the government of efficiency, service, responsibility, democracy and transparency can be established.
