摘　　要：明治初期的日本,面对内部社会矛盾激化和外部欧美列强压迫,亟须用全新的思想唤起人民的觉醒,以促使日本人民加入到建设近代化社会的行列。加藤弘之在自己早期的政治学著作中,接受了西方传来的近代化政治观念,大力弘扬人民的权利、自由和平等的思想,在当时的日本社会起到了振聋发聩的巨大作用,对近代日本的民权运动和民本主义运动产生了不可低估的影响。In the early Meiji Era, confronted with internal intensification of social contradictions and external oppression of western powers, Japan is in urgent need of arousing its people to participate in the modernization with brand new ideas. Influenced by western modern political ideas, Hiroyuk Katou diligently promotes the ideas of civil-right, freedom and equality in his early political works, which has a great impact on Japanese society and remarkably influences modern Japan＇ s civil-right movement and democratic movement.
