摘 要:建立城镇泥石流数字减灾系统是预防和减轻泥石流灾害的重要非工程措施;东川区是我国及世界泥石流高发地区,城区建立在5条泥石流沟的堆积扇上,该城区泥石流数字减灾系统的建立对于该区域及其它类似地区都有借鉴意义。泥石流数字减灾系统采用了本地C/S系统与基于WEBGIS的B/S双体系结构模式,可以同时满足本地数据分析决策与INTERNET信息处理的需求。应用软件工程的原理,经过系统设计、数据分析、模型库与方法库建设、程序开发、系统调试和系统运行等6个阶段,最后实现了东川城区泥石流数字减灾系统。本地系统分为8个模块,采用AVENUE进行开发;WEBGIS系统分为7个部分,基于ARCIMS、JAVA及DREAMWEAVER进行开发。数字减灾系统在东川城区泥石流防灾中得到了应用,实践表明系统的设计及开发可行,满足了当前泥石流减灾的实际需要。Construction of digital disaster debris flow hazard in urbane areas. Dongc reduction system for debris flow is an important countermeasure:against huan district which is whhin the jurisdiction of Kunming City is located in southwest of China, with a distance of 168km northeast to Kunming. Dongchuan area is a highly-incident region for debris flow hazards; and the Dongchuan urban area is constructed on the fans of 5 debris flow gullies. The establishment of digital disaster reduction system for debris flow in Dongchuan urban area has a inspiration-meaning for this and other similar areas. Debris flow digital disaster reduction system adopts dual system mode ( i.e. C/S local system and B/S structure of WEBGIS) in order to implement local data analysis,decision and Intemet information processing at the same time. By using software engineering principle, six stages are undergone as follows: system designing, data analysis, model and method warehouse construction, program development and system debugging and running. At last, debris flow disaster reduction system of Dongchuan district is completed. The local system is divided into eight modules and developed using AVENUE. WEBGIS system is built up by seven modules and based on ARCIMS, JAVA and DREAMWEAVER softwares. Digital disaster reduction system for debris flow in Dong-chuan urban area obtains well application to hazard prevention and mitigation. It is proved that the designing and development of dual system is feasible and the system fulfills the practical requirement.
