摘　　要：WebGIS得到广泛的发展和应用,但也存在诸如数据组织、数据共享、矢量图形显示等问题。SVG和GML规范的提出,在一定程度上解决这些问题。分析、总结基于SVG和GML的WebGIS的结构特点,并将这种结构应用于“大同市土地管理系统”,以解决实际问题。Now, WebGIS got extensive development and applications. But it had some problems such as the organize of data, the share of data, the manifestation of vector sketch. SVG and GML resolved the problems to some extent, and they developed the new road for the development of WebGIS, was summed up some characteristics of WebGIS base on SVG and GML, and the technique was used in the Land Management System of Datong to solve the specific problem.
