摘　　要：十余年来中国政府主导的互联网内容监管政策已经发生了重大变化,在时间维度上监管力度渐强,在空间维度上监管范围渐广,在技术维度上监管措施渐多。早期面对新生事物时的迷惘混乱已被克服,整体思路开始明晰。监管政策的变化,体现了明显的政策学习痕迹。Over the past decade, significant changes have taken place in the Internet governance polices of the Chinese government, characterized by a steady intensification in enforcement, expansion in scope, and complication in technology. Early bewilderment at the newly emerged Internet has given place to maturer conception. These changes clearly reflect a process of policy study.
